Third-party unit price contract
Contract where the price is predetermined for items commonly needed by each demand agency
for manufacturing/purchasing/processing, allowing each demand agency to directly request delivery or make payment.
Third-party unit price contract system for commercial software
• Third-party unit price contracts are applicable to commercial software.
• Commercial software refers to software that is developed for general or specific purposes, packaged as a single product, and intended for sale.
(One software product is divided into three categories: basic product, maintenance product, and customization product. After contracting the basic product, additional contracts can be made for maintenance and customization products)
• Quality assurance (products that have received quality certification under Article 13 of the Software Industry Promotion Act,
or products confirmed to meet the performance and reliability standards of information protection systems under Article 28 of the Act on the Management of the Ministry of Science and ICT, combined with the criteria for information protection system types set by the Director of the National Intelligence Service under Article 68 of the Enforcement Decree of the Electronic Government Act)
The basis for prioritizing the purchase of commercial software shopping mall products
Article 11 of the Public Procurement Act, Subparagraph (a) of Paragraph 1 of Article 11 of the Enforcement Decree of the same Act.
The head of the contracting entity shall request the head of the Procurement Service to conclude a contract
when the nature of the contract request and the contract itself meet the criteria prescribed by Presidential Decree when entering into a contract for goods or construction-related contracts.

The head of national management or its equivalent shall request the head of the Procurement Service to conclude a contract
if the commercially available software subject to direct purchase is a product registered on the integrated shopping mall of the National Comprehensive Electronic Procurement System pursuant to subparagraph 1 of Paragraph 3, in accordance with Article 11 of the Public Procurement Act and Paragraph 1 of Article 11 of the Enforcement Decree of the same Act.
