What is MAS?

As criticisms of the existing lowest price single bidder selection method persistently pointed out the lack of diversity and quality degradation issues, a system that selects multiple suppliers, induces fair pricing and quality competition, and enhances the choice of demand agencies has been introduced. This system is suitable for the era of e-commerce, driven by the advancement of information and communication technology and the spread of the Internet. It is already widely used in countries such as the United States and Canada.

What is MAS?

A system where two or more suppliers are selected as contractees through negotiation with eligible candidates meeting certain criteria such as delivery performance and financial status, allowing demand agencies to select equivalent or similar items in terms of quality, performance, and efficiency to meet various public agency needs. TARGET ITEMS

  • Items with confirmed and commercialized specifications (models)

    - Companies with annual delivery performance of over 30 million won from at least 3 companies
    - Existence of common commercial specifications and test standards among companies
  • Items eligible for unit price contracts (including third-party unit price contracts)

  • Other items deemed necessary by the Director of the Public Procurement Service

DETAILS

  • Provide opportunities to contract with the Public Procurement Service to companies that supply products that are equivalent or similar in quality, performance, efficiency, etc.

    ex) In the case of air purifiers, request the Public Procurement Service to contract for air purifiers produced by companies L and S.
  • Eligibility evaluation is conducted to determine whether or not the bidding qualifications are satisfied among companies wishing to participate in the contract and to select the items to be negotiated.

  • The Public Procurement Service conducts its price investigation and sets the standard price for negotiation.

  • The price is negotiated based on the researched and set price. However, it is difficult to negotiate a cost due to price fixing or dumping. In that case, a price council will be held in which external members participate; then, the final price will be decided.

  • Once price negotiations are established, contracts are concluded with multiple suppliers for each item.

    ex) 10-pyeong air purifier contract; L Company: 300,000 won, D company: 320,000 won
  • If multiple suppliers' products are listed by item on the Nara Market general shopping mall, the consuming organization chooses the product of the preferred company, just like in a private shopping mall.

  • Contract period: 3 years in principle

    - However, items with a short life cycle are exceptions.
